San Antonio Voters Face Critical Decisions on Proposed City Charter Amendments

As San Antonio gets ready for a big decision at the polls, residents are reminded not to overlook the important changes proposed in the city’s charter, which will be positioned at the bottom of the ballot. This election season presents a unique opportunity for voters to voice their opinions on significant charter amendments that could affect the future of their city. Former city council member Greg Brockhouse has been advocating for voters to consider these changes carefully and, ideally, vote them down.

Understanding Proposition C

One of the standout propositions on the ballot is Proposition C, which seeks to reverse earlier measures that limited the pay and tenure of the city manager. Back in 2018, Brockhouse was the sole council member to support reforms that tied the city manager’s salary to ten times the lowest full-time employee’s pay and capped the position at eight years. “We cannot go back to those days,” he said passionately during the recent City Council meeting where city manager Erik Walsh listened closely to the discussions.

With the previous city manager earning a whopping $475,000, and total compensation surpassing $500,000, Brockhouse believes it’s vital to maintain checks and balances on city management. Proposition C aims to remove the limits imposed on both the salary and the duration that a city manager can serve, which has raised eyebrows among civic-minded voters.

The Significance of Pay Equity

Many residents may wonder why the city manager’s salary is even up for debate. Brockhouse says that limiting the salary to be in line with the city’s lowest-paid employees has proven to be a strong tool for pay equity. The idea here is that when the city manager’s pay is connected to the financial well-being of the lower-tier employees, everyone in the city is considered. If Proposition C passes, it would ultimately remove this line of equity.

It is worth questioning why the business community appears heavily invested in promoting Proposition C. Reports suggest that up to $1 million is being raised to support this proposition. Why so much money for something that many believe could undermine the foundation of fair city governance? Brockhouse explains, “If we can find millions for a baseball stadium, the Spurs, and VIA Metropolitan Transit, then we can find resources to pay for those who need it most.”

Other Propositions to Consider

Aside from Proposition C, there are several other proposed amendments that call into question the integrity of the city’s governance. For instance, Proposition E aims to give city council members a hefty 53% pay raise, while the mayor would receive a 42% increase. Brockhouse states that this kind of request from the council members, especially when city staff and first responders are receiving only minimal pay increases, shows hypocrisy at its peak.

Moreover, Proposition F seeks to modify the term limits for city council members. The argument for longer terms often revolves around stability, but Brockhouse believes the opposite is true. “A two-year term gives the community more opportunities to hold leaders accountable,” he insists. Extending terms could lead to entrenched politicians who are less in touch with the people’s needs.

Time to Make a Choice

As the election draws near, Brockhouse’s plea to fellow San Antonians is clear: “Vote down all six proposed amendments.” He emphasizes that voters deserve a ballot that is transparent, where the implications of each amendment are laid out clearly. The ultimate goal here is to maintain the foundational checks and balances that keep the city fair and just for all its residents.

With the stakes being this high, the community is encouraged to educate themselves on these matters before making a decision. This election is not just about politics; it’s about the future of San Antonio, the governance that affects day-to-day life, and the values we stand for as a community.
