The ambitious housing project Four25 San Pedro, designed specifically for low-income and homeless families, is nearing completion. This 80-unit housing complex due for opening in late 2025, has faced numerous hurdles from neighborhood opposition, state regulatory issues, to the post-pandemic economic downturn. Yet the project is now back on track and about to revolutionize affordable housing in San Pedro, California.
San Pedro’s Four25 resonates as a beacon of hope for hundreds of families unable to secure housing due to inflated market rates. This $30.4 million venture will avail on-site services for the families experiencing homelessness. A concept known as “permanent supportive housing,” services provided will include a food pantry and access to a case manager ensuring that the residents receive the help they need.
Opportunity Home San Antonio has also extended aid through the provision of 25 housing vouchers, also known as Section 8. These vouchers will allow a matching number of low-income families to reside at Four25, thus securing a $3.2 million mortgage essential for the project’s financing.
Coming into fruition after eight long years after the passing of the 2017-2022 bond, Four25 San Pedro pulls together efforts from three of the largest public housing entities in San Antonio: the city, the San Antonio Housing Trust Public Facility Corp. (PFC), and Opportunity Home.
The San Pedro site was chosen specifically due to its location along the San Pedro Avenue transit corridor, linking it to key parts of the city, thus making commuting easy for the residents. The city purchased the property in 2020 for $2 million, hoping that it will serve as a model for future affordable housing.
After overcoming a series of setbacks and redesigns, 39 of Four25’s 80 units will have three bedrooms, with the balance being two-bedroom units. The complex includes amenities such as a children’s playground, dog park, resident garden, fitness center, and community room. Sixteen of the units will cater to those earning at or below 30% of the San Antonio-New Braunfels area median income of $88,600. Additionally, 48 units are set aside for those at or below 50% income, and the remaining 16 will be for those earning 60% or below.
The successful execution of this project, made possible through the collaboration of multiple entities and the provisions of public subsidies, aims to show that affordable housing is still a viable venture in these challenging times. This could undoubtedly leave a blueprint for future developments and give hope to many families who are living on the edge.
Four25 San Pedro is set to redefine affordable housing, making it not merely about providing a roof over one’s head but enhancing the well-being and dignity of each resident.
