In a big move to improve the South San Antonio Independent School District (ISD), the Texas Education Agency (TEA) has stepped in, appointing Dr. Saul Hinojosa as the new superintendent. This decision, made on a Wednesday, is a response to long-standing challenges that the district has faced over nearly two decades.
Administrative troubles and low student outcomes have been at the forefront, leading the TEA to take action. The seven-member elected board, previously in charge, has been replaced completely. This change marks a crucial shift in the district’s leadership, as the TEA aims to restore public confidence and tackle the financial management issues that have plagued the district. The situation has been described as concerning, with multiple investigations raising flags over governance problems.
The newly appointed board of managers is made up of seven local residents from Bexar County, with five members being proud alumni of South San ISD. These members, including individuals like Raymond Tijerina and Karla Gomez Sanchez, bring direct ties to the community and a genuine passion for the district’s future.
The TEA’s intervention comes after reports indicated that the district had neither improved its academic performance nor fostered reliable financial practices. The previous superintendent, Henry Yzaguirre, who had been with the district since 2021, is not seen unfavorably. However, there is a clear sense that more must be done to drive the changes needed for improvement.
Dr. Hinojosa arrives with a wealth of experience, having served as superintendent in Somerset ISD for 15 years, where he garnered a reputation for driving significant educational advancements. His goal in South San ISD is set on balancing effective governance, solid financial practices, and a high-quality curriculum that meets the students’ needs.
The decision to impose new leadership came after a year-long assessment that spotlighted serious shortcomings in the elected board’s governance abilities. It was found that the board struggled to manage itself and adequately represent community interests, leading to disillusionment among stakeholders.
Looking ahead, the newly instated board of managers will be in charge of all powers and duties usually associated with an elected board, taking charge of the district’s operations. The aim is clear: to enhance academic outcomes and rebuild the community’s trust in South San ISD.
This is not the first time South San ISD has faced such scrutiny. Since the 1980s, the district has dealt with various challenges, including procurement fraud and financial mismanagement, underscoring the need for this intervention. Currently, South San ISD is one of ten districts under the TEA’s oversight due to failures in meeting accreditation and financial standards since 2000.
While the changes are significant, there is reassurance that the operational impact on South San ISD staff will be minimal during this transition. The district will continue to conduct board elections, although any new members elected will not hold governing authority until the transition back to an elected leadership model is established, which could occur as early as 2026.
In these challenging times, South San Antonio ISD is hopeful for a brighter future under the new leadership. With the TEA’s commitment to focusing on the needs of students and educators, the district is on the cusp of monumental change that could positively impact the community for years to come.
